Who Qualifies For Veterans Benefits for Elderly Care?

If you have a senior family member who served in America’s armed forces, they may qualify for VA benefits for elderly home care. If they meet the following criteria, senior veterans are eligible for health benefits from the VA:

  • Served in the active military, naval, or air service and were separated under any condition other than dishonorable.
  • Current and former members of the Reserves or National Guard who were called to active duty (other than for training only) by a federal order and completed the full period for which they were called or ordered to active duty.
  • Service-connected disability: Veterans may qualify if they have a service-connected disability rated by the VA as 70% or more disabling, or they have a 60% disability rating with an additional rating of 40% or more for a separate condition. 
  • Non-Service-connected disability: For veterans without a service-connected disability, they may still qualify if they have a combined disability rating of 70% or more and are considered permanently and totally disabled. This rating is determined by the VA evaluation of the veteran’s condition. 
  • Need for assistance with Activities of Daily Living (ADLs): Veterans must require assistance with activities of daily living such as bathing, dressing, toileting, eating and transferring. The need for assistance is usually assessed by a VA healthcare professional.
  • Homebound status: Veterans who are substantially confined to their homes due to a disability or illness may qualify for home care benefits. Homebound status is determined by a VA healthcare professional.

What is Aid and Attendance?

Aid and Attendance are monthly benefits from the Veterans Affairs office for Veterans and survivors to help with daily activities. Often, Aid and Attendance benefits are paid directly to the veteran along with their monthly VA pension.


Who Is Eligible for Aid and Attendance?

Veterans who receive a VA pension may qualify for Aid and Attendance benefits if they need help with daily activities, are bed-bound, live in a nursing home, or have limited eyesight. The veteran’s income must be below a certain threshold set by the VA. The veteran’s countable assets, excluding primary residence and personal belongings, must be below a certain limit set by the VA. The asset limits can vary based on factors such as the veteran’s age, financial situation and the cost of living in the area where he/she reside. How Much is Aid and Attendance in 2025?

The numbers below are the maximum benefit amounts for 2025, so it’s worth noting that the amount you'll receive will depend on your household and your income.

  • Single Veteran: $2,358
  • Married Veteran: $2,795
  • Surviving Spouse: $1,515

How Can I Apply for Aid and Attendance?

You can apply for Aid and Attendance benefits by mail - you will need to fill out VA Form 21-2680 (Examination for Housebound Status or Permanent Need for Regular Aid and Attendance), and have your physician complete the examination information section.

In addition to the form, you may also include the following:

  • Doctor’s reports or any other evidence that shows you need Aid and Attendance
  • Details about a typical day for you and how you are able to get to other places if needed
  • Details that help show what kind of illness, injury, or mental or physical disability affects your ability to do things around the house on your own, such as getting dressed or taking a bath

What Is the Difference Between Aid and Attendance and Housebound?

Veterans may qualify for “Housebound” benefits if they need to spend most of their time at home due to a permanent disability. However, you cannot receive both Aid and Attendance benefits and Housebound benefits at the same time.
