Our owner, Buteau Francois, made the transition from mechanical engineering to home care services when he felt compelled to be of service to elderly and disabled adults in our community.
A decade later and counting, our agency has grown steadily by providing the type of home care services for elderly and disabled adults that make a true difference. Today, we have over 170 caregivers! And, as an ASAP and Medicaid provider, we're regulated by the state and the Department of Public Health in Massachusetts. We take that seriously, even when it might be more hoops to jump through.
Our team of compassionate and knowledgeable senior care professionals travel directly to seniors’ homes to provide non-medical care. Service to others is at the core of everything that we do, and our team members are highly dedicated to ensuring our clients’ comfort, safety, and holistic well-being. We treat all of our clients with the attention and dignity that we would want our own family members to receive.
A Different Kind of Home Care Agency
We accept Medicaid. We accept ASAPs, which are Massachusetts state-funded programs that coordinate and pay for home care for eligible seniors. Most home care agencies don't work with either. The paperwork is tedious and reimbursement rates are lower. We do it anyway because a lot of the people in Chelsea who need us the most are the ones who qualify for these programs.

More About Our Caregivers
We have 172 female and male caregivers as well as Spanish speakers on staff. Every caregiver is screened, background checked, and trained at our in-office training facility before they're placed with a client.
We're also one of a small number of agencies in the area that wins the Home Care Pulse Best Provider award annually. That matters because the data behind it comes from actual client and caregiver surveys.
Buteau genuinely cares for the home health aides who work here at Visiting Angels of Chelsea. Some of them have been here a long time. Caregivers who leave often come back. If a caregiver comes to him with a goal; whether that’s as ambitious as joining the Air Force (true story!) or simply moving into a different field, he helps them figure out how to get there.
As a team, we participate in local healthcare fairs. We also do the Alzheimer's Walk every year.
Featured Client Story
In 2018, a retired dentist in her mid-60s had an accident that left her unable to use her hands for a period of time. She came to us for what she expected to be temporary, transitional care while she recovered.
Fast forward to 2023, and she was still a client.
“I did not plan for this,” she said. “I didn't know I'd need care for so long.”
Once she was fully recovered, she started working for Buteau as a caregiver to bestow upon others what Visiting Angels had given to her. This ending was not something we could’ve ever foreseen or planned for. It's just how this goes when you treat people with the utmost kindness, attention, and respect.
Helping Seniors Age in Place on Their Terms
Most of our clients are seniors who want to stay home in their golden years. Roughly half of our caseload is memory care. Some clients are bed-bound whereas some just need a few hours of help and companionship each week.
Our weekly minimum is three hours a week. That's it! If an individual doesn't require a full-time caregiver or a 20-hour-a-week commitment, that's fine with us. Learn more about home care costs in Chelsea here.
We also have a couples program. If two people live in the same house and both need care at the same time, we charge time and a half for both, not double. Most agencies don't do that.
We get close to the families we work with. It naturally happens when the same caregiver shows up consistently and their client relationship is treated as a priority. Some of our client families have become such good friends that we meet up with them socially!
