Nora de Cárdenas, Chief Executive Officer

Nora is a staunch advocate of the elderly and is able to relate to clients and employees in a way that most are unable to do. A graduate of New York University School of Law, Nora worked for over two decades as an international corporate attorney with major NYC law firms and with Colgate-Palmolive Company throughout Latin America and Southern Europe.

After experiencing the personal anguish—and rewards—of caring for her critically ill parents, Nora came to realize the great need for secure, reliable, and compassionate services that would help alleviate the stress on patients and their families. It was at this time that Nora targeted the home caregiving arena as her next opportunity to make a difference.

Nora chose to establish—together with her partner, Rudy Tervooren—a “different” type of essential personal home care company. Understanding the frustration and insecurity of caring for an ailing family member, Nora and Rudy set out to ensure that their Visiting Angels’ aides are not only professional, well-trained, and licensed, but who also exhibit good character and a desire to help others.


Rudy Tervooren, Chief Operating Officer

Rudy was born and raised in The Netherlands and earned his law degree from the University of Leiden. He served as a J.A.G. (Judge Advocate General) in the Dutch Air Force. In 1975, Rudy came to the U.S. and earned his MBA from the University of Michigan. For the next three decades, Rudy worked for major financial institutions, eventually becoming Managing Director & Co-Head of NIBC Credit Management Inc., an investment banking firm in Manhattan.

In 2007, Rudy joined forces with his partner, Nora de Cárdenas, and established their independently owned and operated Visiting Angels of Mercer and Burlington Counties. Corporately, Visiting Angels is a well-known essential personal home care services company which was established in 1998 and has an international network of more than 450 Visiting Angels offices worldwide.

Rudy works tirelessly on behalf of clients while providing a rewarding employment experience for caregivers. He is especially proud of the company's Veterans Program which helps qualifying Veterans receive home care services quickly—and without personal cost—well before the veterans’ pension benefit (Aid and Attendance) is awarded.



Visiting Angels of Mercer and Burlington Counties is a fully accredited New Jersey Personal Care Service Provider.
